The Agency for Care Effectiveness (ACE) is a new Health Technology Assessment (HTA) entity within MOH. The role of ACE is to a) support national clinical policy decision making through evidence-based assessments and appraisals; b) produce national Guidance on appropriate care for Singapore; and c) design and manage systems to ensure maximal value.

As the Lead Specialist for economic modelling, you will be responsible for a) providing technical leadership in HTA methodologies related to economic modelling; b) advising the Drug Advisory Committee (DAC) and Medical Technology Advisory Committee (MTAC for non-drugs) on technical matters related to the economic evidence required for the assessment of relevant new technologies (drugs & devices); c) line manage a team of HTA senior Specialists and Specialists; d) ensuring quality assurance of the outputs of technical appraisals of aspects related to economic modelling; e) evaluating risks associated with individual projects; f) evaluating the clinical and cost impact of implementation and g) collaborate with other Team Leads in developing the relevant sections based on HTA inputs.

• Provide leadership on all technical issues related to economic modelling (drugs & device/diagnostic)
• Provide senior technical advice and support to the Chair and members of the DAC & MTAC
• Lead development of new technical initiatives related to economic modelling
• Working with committee Chair(s) and Head of Evaluation to formulate the Agency’s response to issues raised at appeal and responding to questions as needed
• Assign responsibility for specific assessments, projects and reviews to appropriate HTA Specialists
• Recruit and line manage HTA senior Specialists and Specialists, including performance review, setting objectives and personal development plans, providing practical support and advice on day-to-day work
Technical assessment & appraisal
• Critically appraise relevant clinical research studies, epidemiological data, economic data and other information
• Evaluate the validity and relevance of data which may be highly complex and/or conflicting from a variety of sources
• Critique work carried out by other staff both within Agency and that by external parties
• Assess completeness of the evidence base, identify gaps and highlight important issues for discussion by relevant staff or committee members
• Work in conjunction with HTA Specialists in the co-ordination of any additional analysis required by the committees
• Evaluate the risks associated with individual projects, including issues such as off label use of certain drugs, completeness of the evidence base and potential for additional analyses
• Participate in meetings such as scoping workshops, committee meetings, appeals
• Ensure a consistent approach to assessments across the programme work streams
• Technical sign-off of documents for external consultation
• In conjunction with the Head of Evaluation & Appraisal, ensuring adequate operational technical capacity for each project
• Balance the workload of multiple projects at different stages of development
• Define and ensure quality standards and processes
• Assist Head of Evaluation in resource planning
Implementation & evaluation of impact
• Develop and maintain records of work to ensure an audit trail
• Assign appropriate HTA Specialists to conduct evaluation of the impact of Guidance in terms of clinical outcomes and costs
• Formulate relevant evaluation reports
Communication & engagement
• Maintain links with external academic, professional and clinical institutions to ensure current best practice
• Regular contact with clinical experts and stakeholders relevant to technical appraisals including presenting complex technical issues in a simple and accessible way
• Promoting the technical work of the Agency to be recognised as an international centre for technical excellence in HTA
• Regular communication with other Divisions within MOH and external stakeholders (e.g. manufacturers, professional and patients groups, clinical experts, academics, Committees)
• Negotiate with manufacturers and clinical experts to secure permission for the public release of commercially or academically sensitive information in the interests of transparency
• Advise manufacturers on approaches taken in their submissions
• Formulate responses to comments received from stakeholders
• Advise on training needs of the technical team and provision of such training
• Conduct courses and workshops on HTA for staff and stakeholders as needed
• Give professional supervision to HTA Specialists to improve, identify training needs and develop
• Induction of new members of Agency staff and Committees
• Supervision of students or interns
• Undertake continuing personal and professional development to meet changing demands of the job and to satisfy the required technical competencies
Commissioning & quality assurance
• When technical appraisals are commissioned externally, to develop commissioning specifications
• Identify appropriate partners to whom projects may be commissioned
• Provide QA for externally commissioned projects as well as internal work conducted by HTA Specialists
• Peer review of reports provided by the commissioned groups and ensure removal of commercially and academically sensitive information
• Degree in healthcare (medicine, medical science, pharmacy, psychology) or economics
• Post graduate qualifications in health economics, public health, statistics or epidemiology
• At least 8 years of relevant experience in HTA
• Familiarity and experience with clinical and cost-effectiveness analyses and producing HTA Guidance documents
• Substantial experience in critiquing and building economic model
• Experienced in project management
• Experienced in supervising and managing staff
• A commitment to excellence in quality of research and outputs
• Excellent time management and discipline in meeting deadlines
• Good communication skills
• Ability to work well with others and build networks
