Around the world, the Singapore Public Service is known for its efficient services and for delivering high public value at low taxes. We have managed to achieve this because as a Service we have consistently pursued innovation and have been open to change.
But today, we face many challenges in public policy, where the operating space for policy is getting tighter, where trade-offs between different objectives, the need for efficiency and resource management are becoming more difficult. Our citizens’ needs are getting more complex, and people want to be consulted in decision-making. We owe it to Singaporeans and the public to administer policies with integrity and impartiality, to deliver great services, and to do all of that with empathy and heart.
This is a tall order for any government. But we believe we can do it.
You will be part of a team that helps agencies develop the necessary capability, culture and capacity to be excellent public organisations that supports Whole of Government priorities. Specifically, you will:
Design and lead projects and initiatives that assist agencies in diagnosing structural and cultural gaps and issues in the pursuit of their mission and vision, as well as work with the agency OD teams to design and develop suitable OD interventions and solutions.
Work closely with public agencies, including their senior management and stakeholders, on initiatives which aligns agencies’ organisational strategies and culture to Whole Of Government imperatives;
Develop strategies, policies and initiatives to build Organisation Development capabilities (such as change management, team effectiveness, culture development) within the Public Service;
Support Public Sector Transformation efforts through coordinating and working with key stakeholders (e.g. committees and project teams);
Develop and nurture an environment of learning and collaboration among the community of practitioners involved.
Support ongoing PS21 initiatives to encourage creativity, innovation and service excellence.
Hence, we are looking for people who thrive on working on a variety of different projects simultaneously, are comfortable with change and ambiguity, enjoy collaboration (and making it happen), and see opportunities in constraints.
Requirements
At least 5 years of working experience in the field of Organisation Development or Change Management
Professional qualification or certification, preferably in Organisational Development.
Management experience, especially in public interfacing public agencies, will be advantageous.
Ideal candidates should have experience managing inter-agency projects and interactions independently.
