The successful incumbent shall be a Human Resource Generalist who proactively consult and partner with line business managers on implementation and feedback of Human Resource policies and procedures and recruitment requirements. In addition, he/ she shall assist the reporting manager to establish and manage the full spectrum of Human Resources services and functions for the Company.
Duties and Responsibilities
The incumbent shall undertake the following activities:
Manpower Planning and Recruitment
Plan and develop strategies for recruitment and retention of talents and specialized professionals.
Support the development and implementation of Company’s manpower plan.
Support the development of manpower budgets and tracking of manpower cost to ensure alignment to budget provision.
Provide end to end recruitment administration support including budget administration for recruitment activities.
Develop job descriptions of positions.
Prepare job advertisements and postings.
Short list candidates for hiring manager review.
Participate in interviews and prepare profile analysis of candidates.
Formulate salary proposals through salary benchmarking and negotiate employment terms and conditions with candidates.
Prepare approval and recommendations for hire of suitable candidates.
Prepare letter of appointment and facilitate induction administration for new employees including pre employment medical checkup, security clearance and employment pass administration.
Plan and participate in tertiary institution job fairs and seminars.
Review Company’s requirements and facilitate institutional internship programmes.
Human Resource Policy and Procedures
Reviewing, researching and recommending market and industry best practices for reference and implementation considering the Company’s state of readiness.
Making reference to legislative guidelines during the formulation process.
Identifying risk and operational challenges for implementation of such policies and procedures.
Human Resource Information System Development and Administration
Review and update system and functional specifications.
Review systems functionality and business requirements.
Identify and recommend updates and upgrades to improve effective and efficient workflows.
Develop UAT scenarios for system tests.
Perform data migration and verification of employee information.
Oversee the project management and schedule of implementation.
Develop the security matrix and system roles for system optimal use.
Perform System administration.
The incumbent shall support employee engagement programmes such as:
Conduct induction programmes for new employees.
Prepare communication brief for new employees and transfers.
Update induction programme content for different employee groups.
Management Reports and Other Duties
Support to the reporting manager in compilation and formulation of management reports, government surveys and submissions.
Support all other Human Resource administration processes and procedures including but not be limited to training and payroll processing and perform any other duties and participate in any other projects
Requirements:
Work Experience
At least 7 years of hand on experience in the full spectrum of Human Resource Management functions. Candidates with less experience shall be considered for Senior Executive position.
Sound understanding of employment legislation, CPF Act, Income Tax Act and IRAS guidelines, Foreign Workers Act and SDF guidelines and application experience is critical to success in the position.
Candidate who has practical recruitment experience with excellent writing skills will have an advantage.
Candidates with strong project management skills and have analytics and numerical inclination is preferred.

Education
Degree in Human Resource Management, Economics or Management or equivalent.
