ACCOUNTING TECHNICIAN (PAYROLL & ACCOUNTING TECHNICIAN)

Job Description

This position provides support to the Financial Management Office (FMO).

Main Responsibilities:

  • Responsible for payroll, Time and Attendance (T&A), accounting and administrative tasks. 
  • Serves as the Timekeeper who coordinates Time & Attendance (T&A) reporting for State & serviced agencies.
  • Liaises with Bangkok and Charleston Global Financial Service (GFS) Centers on pay, retirement benefits, allowances and other compensation matters for Americans and Locally Employed (LE) Staff.
  • Processes and files payroll and benefits-related tax returns and also several leave related reimbursements for the Embassy with local Singaporean government for LE staff employees including locally employed Americans.
  • Provides Accounting Services to serviced account agencies under ICASS.
  • Serves as Administrative Assistant to the Financial Management Officer and the Supervisory Financial Specialist.

Job Requirements

  • Successful completion of at least two years of full-time post-secondary study and at least 2 years of responsible experience in specific local payroll involving computing and submission of monthly CPF contributions and annual Inland Revenue local employee tax submissions, including 1 year of office administration or related HR work is required; OR
  • Successful completion of secondary school or high school education and at least 4 years of responsible experience in specific local payroll involving computing and submission of monthly CPF contributions and annual Inland Revenue local employee tax submissions, including 1 year of office administration or related HR work is required.
  • Must have good working knowledge of oral and written English language skills.
  • Competence in MS Office software programs (PowerPoint, Outlook, Excel and Word) is required to prepare material – PowerPoint presentations & distributed reports.
  • Must have tact and possess good written and oral communications in dealing with employees on pay & allowances entitlements, and representational claims.
  • Must have good knowledge of local Employment Act regulations, CPF regulations, IR8A tax preparation and the RFMS Direct Connect accounting system for funding, obligation and representation accounting.
