This position is Mission Singapore’s Merit Based Compensation (MBC) subject matter expert (SME) and Compensation Coordinator, MBC Program Manager-cum-Trainer, Post Training Coordinator and Local Intern Program Coordinator.

Main Responsibilities:

• Provides SME advice and procedural guidance to all levels of US Direct Hire (USDH) personnel and locally employed (LE) staff relating to Post’s MBC, Local Intern, training programs as well as compensation matters.
• Executes all aspects of these program per policy and procedure, and conduct formal year round training to all USDH and LE staff including answering all FAQs and providing guidance to all Heads of Agencies (HoA), USDH raters, USDH reviewers, USDH Pool Supervisors and all Embassy staff. 
• The incumbent is also the Compensation Coordinator, Local Intern Program Manager managing the Foreign National Student Intern Program (FNSIP) and Training Coordinator for Mission Singapore.

• A minimum 2 years of full-time post-secondary study at college or university, or other equivalent post-secondary education is required.
• At least three (3) years of progressively responsible work experience in Human Resources Management is required.  Of which, at least one (1) year experience working as trainer, presenter, or facilitator to deliver educational/training sessions or briefings.
• Working knowledge of HR compensation work and philosophy, staff training, employment principles, policies, procedures and practices, functions, regulations. 
• Must have in-depth working knowledge of Singapore labor laws, practices, and procedures, be an effective HR team member and have experience dealing with staff at all levels and with external organizations and Singapore government agencies.
• Must have fluent, strong English oral and writing skills. Possess strong oral and written communication skills when explaining HR policy information, advice, and procedures.
• Must be able to communicate effectively and deal with a variety of differing needs and for differing levels of Mission personnel. 
• Must have excellent presentation skills and the ability to convince and persuade supervisors and LE staff with tact and diplomacy at all levels and grades.
• Must be driven, have good time management and planning skills and be able to deal with both American and local employees in a friendly yet professional manner. 
• Must be able to work and write quickly and independently with minimum supervision. 
• Must have strong PC literacy and Microsoft Office suite products.  Possess advanced excel software and keyboard skills that include both speed and accuracy using HR database applications.
• Superior analytical skills and the ability to present information to large and small groups of people (train) in an effective manner is required.
